Governor Kay Ivey introduced the Carbonell family of Birmingham as participants in Alabama’s CHOOSE Act, an education savings account (ESA) program designed to help families choose educational options for their children. Francisco and Itzel Carbonell have five children, four of whom are currently enrolled at St. Rose Academy with support from the CHOOSE Act.
“For Francisco and Itzel, the CHOOSE Act means their children can learn and thrive in an environment that matches their values and goals,” said Governor Ivey. “Alabama families should not have to compromise on their choice for their children’s education. Thanks to the CHOOSE Act, families like the Carbonells can find the right fit for their children’s future – and that’s something worth celebrating.”
The Carbonells moved to Alabama in 2021 seeking a school that would meet both academic and spiritual needs for their children. Recent economic challenges made it difficult for them to continue at St. Rose Academy, but assistance from the CHOOSE Act allowed them to keep all four school-aged children enrolled, with plans for their youngest child Emma to attend when she is older.
Francisco Carbonell commented on his experience with the program: “We didn’t know it would be this good – thank God – we are blown away. This has been a relief for our family, and we can now invest in new laptops and other benefits for our children’s continued growth.”
He added, “This is for real, Alabama families. We now see a clear path forward, especially looking at our youngest, thanks to the education we can provide for them with the help from the CHOOSE Act.”
The Carbonell family is among tens of thousands supported by the CHOOSE Act across Alabama. Governor Ivey has previously highlighted other families benefiting from this school choice initiative.
The CHOOSE Act provides refundable income tax credits through ESAs to eligible K-12 students in Alabama. These accounts can be used for tuition, fees, and qualified educational expenses at approved providers within the state. Since applications opened in January 2025, students from every county have applied—totaling 36,873 applicants—with over 23,000 students receiving approval so far. The program has distributed more than $124 million in ESA funds statewide.
Eligible students receive $7,000 per year if enrolled in participating schools or up to $2,000 per student (with a maximum of $4,000 per family) if enrolled in home education programs.
