ADOC Announces Architecture and Engineering Teams Selected to Design Sitework and Enabling Works Projects for New Men’s Correctional Facilities
MONTGOMERY, ALA. – The Alabama Department of Corrections (ADOC) today announced the successful architecture and engineering teams who submitted proposals in response to the ADOC’s Requests for Qualifications (RFQs) to design Sitework and Enabling Projects, for the 4,000-bed specialized men’s correctional facility to be built on State-owned lands in Elmore County, and the 4,000-bed men’s correctional facility to be built on State-owned lands in Escambia County.

4,000-bed Specialized Men’s Correctional Facility (Elmore County Site):

RFQs for designing Sitework and Enabling Works Projects for the Elmore County Site and the Escambia County Site were issued through the Division of Construction Management on October 4, 2021. Participation in the RFQ process was mandatory and required interested architecture and/or engineering firms, or teams, to submit Statements of Qualifications (SOQs) demonstrating their expertise and capabilities by October 18, 2021.
A total of five (5) architecture/engineering teams submitted SOQs in response to the RFQs. A Qualification Evaluation Committee comprised of stakeholders from the ADOC and the Division of Construction Management conducted a thorough evaluation of the submitted SOQs, and subsequently made award recommendations to ADOC Commissioner Jeff Dunn.
Per the RFQs, the successful architecture/engineering teams will develop designs for Sitework and Enabling Works Projects that may include clearing/grubbing, grading, erosion control, parking, roads, utilities, fencing, piping, and other types of required work to prepare the Elmore and Escambia County Sites for vertical construction of new correctional facilities.
Upon completion of this design phase, the ADOC will solicit bids for contractors in early 2022 to complete the required Sitework and Enabling Work Projects per the standard procedures of the Alabama Division of Construction Management.
The ADOC will continue to proactively report on and communicate key milestones and other important aspects of this construction project as we move forward.
