U.S. Senators Tommy Tuberville and Katie Britt, both Republicans from Alabama, have called on President Trump to rescind a rule from the Biden Administration that requires Project Labor Agreements (PLAs) for federal construction projects. The senators argue that the mandate, which applies to projects valued at $35 million or more, limits merit-based competition and increases costs for taxpayers.
In a letter addressed to President Trump, Tuberville and Britt stated: “The nation’s builders union and nonunion alike deserve a level playing field where the American taxpayer gets the best value for their dollar and our workforce is free from unjust mandates. We respectfully request that you reverse this Biden administration policy and restore the long-established government neutrality in federal and federally assisted contracting.”
The final rule was published by the Federal Acquisition Regulatory Council in December 2023 in the Federal Register. According to the senators, this rule significantly restricts competition among contractors and could cost taxpayers billions of dollars each year.
Several other Republican senators also signed the letter, including Jim Banks of Indiana, John Barrasso of Wyoming, Ted Budd of North Carolina, Bill Cassidy of Louisiana, Kevin Cramer of North Dakota, Lindsey Graham of South Carolina, Chuck Grassley of Iowa, John Hoeven of North Dakota, Cindy Hyde-Smith of Mississippi, Jim Justice of West Virginia, Cynthia Lummis of Wyoming, Mitch McConnell of Kentucky, Rand Paul of Kentucky, Mike Rounds of South Dakota, Rick Scott of Florida, Tim Scott of South Carolina, Thom Tillis of North Carolina, Roger Wicker of Mississippi and Todd Young of Indiana.
